Okay, I'm a little confused.... how do you build a fortress on top of the water?

Out of stone, of course.

Constructed floor tiles  support other floor tiles. So, if one is built off the side of a cliff you can stand on it and build another connected to it. You can continue building outwards and expanding, eventually building walls and multiple levels, completely disregarding physics as long as one tile is anchored to land.

you cannot build a wall without another wall or ground below.

thus - unfortunately - true (not entered through cellar) castles are impossible also. or, at least, i've never managed to build one.
