In avoiding cave-ins, do staircases count as supports?

Yes. In fact, upward staircases provide a safe way to dig a level out from below. Dig out a bunch of upstaircases, then designate the top layer for channeling and the dwarves will channel from below, ensuring that there is never an unsupported chunk.
